On another issue, the Prime Minister’s Department overpaid a tupperware supplier by RM5,584 for purchases made for a poverty eradication programme in Terengganu.

The supplier, Nan Jaya Trading, had made a claim for RM9,805 for tupperware products worth RM4,221. Nan Jaya had secured a 25% discount for the tupperware from the supplier.

Defence Ministry keeps errant contractors despite reminders from Auditor-General's Office.


PETALING JAYA: The Defence Ministry refused to take stern action against 10 errant contractors who were awarded contracts worth RM76 million for work delays despite being notified by the Auditor-General’s Office.

Each of these companies recorded various levels of delay in repairing the air force’s Aviation Ground Support Vehicles (AGSV).

The 2010 AG’s Report noted that instead of severely censoring them, the ministry extended their contracts.

In its rebuke, the AG noted that the ministry did nothing more than issue these notorious contractors warning letters.

“And their contracts were extended till Dec 6 last year although their contracts were supposed to expire on June 5,” noted the report.

It noted that the companies most notorious for their delay in delivery of repaired vehicles were Kobat Engineering Sdn Bhd, Sesama Auto Sdn Bhd, Aerospace Technology System Corporation Sdn Bhd and Aviasi Industri Sdn Bhd.

Kobat Engineering had the worst track record, while another company Aviasi took more than a year to repair and return a towing truck to the ministry.

“And the excuse they gave is lack of expertise, no spare parts and sometimes say they couldn’t even find what’s the problem with the vehicle,” noted the AG’s Report.

On another issue, the Prime Minister’s Department overpaid a tupperware supplier by RM5,584 for purchases made for a poverty eradication programme in Terengganu.

The supplier, Nan Jaya Trading, had made a claim for RM9,805 for tupperware products worth RM4,221. Nan Jaya had secured a 25% discount for the tupperware from the supplier.

According to the report Nan Jaya had claimed the extra charge as ‘transportation cost’.

“Nan Jaya said the extra charge was made to cover transportation costs.

“It doesn’t make sense for anyone to impose a transportation charge of over RM5,000 for products worth less than that,” the report noted.

KUALA LUMPUR, Oct 24 — Malfunctions barely a year after the RM142 million RazakSAT satellite was launched caused it to take 1,328 unusable mapping images that were inaccurate by up to 37km, the Auditor-General’s report showed today.

The report made available today said state-owned Astronautic Technology Sdn Bhd (ATSB), which operates RazakSAT, lost RM10.89 million in 2009, of which RM7.7 million went towards insurance premiums for the faulty satellite.

“The operational lifespan of RazakSAT is three years. But the RazakSAT satellite failed to function fully on August 30, 2010, a year and sixteen days from launch date,” Auditor-General Tan Sri Ambrin Buang wrote.

The Auditor General added that the remote sensing satellite was designed to “capture images within 1km accuracy” but “an image of an area in Sungai Buloh and Subang missed by 37km and captured Kuala Selangor.”

As a result, 1,328 high-resolution images could not be used for the project’s stated objective of providing remote information for land development, forestry and fish migration.

ATSB had promised to deliver images from the satellite, touted as the world’s first remote sensing satellite launched into near equatorial orbit (NEqO), last year but have yet to release any pictures.

Its orbit allows RazakSAT to revisit some parts of Malaysia every 90 minutes, instead of once every two weeks as is normal with sun-synchronous optical satellites.

The Auditor-General said that ATSB, which built the satellite with a RM141.8 million government grant, had made corrections to the satellite but only reduced the level of error by between 2.4 and 22km.

The report said efforts to improve RazakSAT’s accuracy were terminated in December 2010 and “the payment to ATSB was settled for a RM650,000 discount from the total project price of RM5.96 million.”

“Based on the feedback from ATSB, the RazakSAT satellite is a research and development project and not a commercial project,” the audit added.

ATSB’s website calls the RazakSAT project a “cost-effective high resolution imaging system for Earth observation specifically for a small satellite (weighing) less than 200kg”.

KUALA LUMPUR, Nov 1 — PKR revealed today what it said was proof the National Feedlot Centre (NFC) had only met under five per cent of its annual production target, refuting Putrajaya’s claim that the RM73.64 million scheme was a success.

Backing the Auditor-General’s assertion that the project had turned into a mess, PKR strategy director Rafizi Ramli (picture)claimed the NFC’s original target was to produce 60,000 head of cattle annually.

When declaring the project a “success” in Parliament yesterday, Agriculture and Agro-Based Industry Minister Datuk Seri Noh Omar had said the cattle farming scheme only produced 8,016 head of cattle in three years from 2008, amounting to 2,672 a year, which is just 4.45 per cent of the 60,000 target.

“Yet, the minister declared the project a success. He clearly failed to refer to these details. We are not cows, we can count,” Rafizi told a press conference in Parliament here.

The 2010 Auditor-General’s Report said the project — linked to minister Datuk Seri Shahrizat Abdul Jalil’s family — to create Malaysia’s “Beef Valley” had turned into a mess.

Rafizi said it had cost the NFC RM141 million to produce the 8,016 head of cattle, which is 22 times more than the ministry’s original estimate of RM6.37 million to rear 9,000 cows annually.

He was referring to the policy paper on the project that is still available on the Department of Veterinary Services (DVS) website.

Prime Minister Najib Razak may have left Perth, Australia for Mecca, where he is due to perform the Umrah prayers to cleanse himself and to atone to God before focusing on the 13th general elections.

But Australians, especially the Perth retailers, sure remember him and his family during their latest visit there for CHOGM meeting.

Despite raging debate at the summit, with former Malaysian premier Abdullah Badawi heatedly championing a common stand amongst Commonwealth nations to prevent abuse of human rights, the placid Najib still managed to steal his own thunder.

Over the weekend, Najib was snapped dozing off in the middle of a speech by another head of government. The picture was flashed all around cyberspace and created much rude laughter in Malaysia.

Daughter comes to the fore

Then his daughter was spotted spending AUD60,000 or about RM200,000 at David Jones, an average department store in Australia.

Obviously, Malaysians - many of whom have studied in states in Melbourne, Perth and New South Wales - are wondering what she could have found to buy worth so much at David Jones, considering that she has the option to shop in London, France and Monte Carlo!

An excerpt of the news clipping reads as follows.

Gathering for the Commonwealth summit has been an opportunity for a shopping spree and sightseeing around Perth for many delegates and visitors.

A few city retailers reaped the rewards, with one first lady known to have bought AUD150,000 worth of WA pearls while the daughter of Malaysian Prime Minister Najib Razak's daughter is believed to have spent AUD60,000 in David Jones.

What would his dad say?

The newspaper didn't name the first lady nor Najib's daughter. He has two, but the elder one from a previous marriage seldom accompanies him and Rosmah, who is his second wife.

It is also not impossible that Najib's wife Rosmah Mansor could be that first lady. For sure, all eyes will be on what she wears around her neck when she returns. However, those who follow her fashion likes and dislikes say AUD150,000 would be a mere trinket for Rosmah, known to go for jewellery worth dozens of millions.

Indeed, she has been in the scandal sheets over a huge blue diamong ring said to be worth USD24.4 million, so the pearl necklace mentioned in the Aussie daily would be a paltry sum not worth mentioning to the Najibs, who are now fabulously rich.

Najib himself, despite being the eldest son of the second prime minister and being born into a privileged background, never experienced such wealth before in his own youth.

Abdul Razak Hussein, a dour looking man, was known for his serious character and race championing activities rather than for the reckless spending by the female members in his family.

The Kazakh connection

The daughter who blew AUD60,000 is likely to be Nooryana, who recently got engaged to a relative of another rich-beyond-imagination political family - the Nazarbayevs of Kazakhstan.

President Nazarbayev has an international reputation of being a despot who rules his oil-rich state with a fist of iron. With her fiancee's wealth behind her, Nooryana may not be spending her mum and dad's money but the Nazarbayevs!

Coincidentally, this is not the first time the Najibs have been caught splashing their wealth in Perth. On August 31, Najib sneaked away for a quickie-holiday with his family on Independence or Merdeka Day without informing the nation.

He was grilled in Parliament for his irresponsible act and taken to task for abusing public money and using the government's private jet to ferry himself and guests to the holiday rendezvous.

As the Commonwealth Heads of Government Meeting (CHOGM) opened in Perth on Oct 28, a group of Malaysians joined a peaceful rally in the central business district.

bersih rally in perth 3Bersihkan Malaysia (Perth) was among 20 groups at the event organised by the CHOGM Action Network (CAN), which seized the opportunity to draw international attention to many issues affecting the Commonwealth.

About 70 Malaysians participated in this rally to highlight the need for electoral reforms at home, led by Bersih 2.0 steering committee member Wong Chin Huat.

The rally participants gathered at Forrest Place in Murray Street Mall and marched through the city at 11am before staging a sit-in at William Street.

CAN spokesperson Alex Bainbridge led the speeches by leaders of communities and participating groups, including Wong.

He highlighted two major appeals by Bersihkan Malaysia (Perth)- to implement essential electoral reforms before the 13th general election and to urge Najib to invite the Commonwealth to send an election observer team to Malaysia.

Malaysians sang the national anthem and folk song Rasa Sayang throughout the rally. This attracted other Malaysians who were passing by as tourists are who are residents in Perth.

Jordon, a committee member of Bersihkan Malaysia (Perth), said the group was formed following a rally that supported the Bersih 2.0 march in Kuala Lumpur on July 9.

With limited resources, he said, it is struggling to reach out to Malaysians in Perth to become involved in issues at home.

He expressed hope that those at the CHOGM rally have been able to make their point to the Malaysian delegation.

Doing their part

A Malaysian tourist, who only wanted to be identified as Faizan, made a pointed observation about police response to the protestors in Perth.

NONE“I could see a clear difference. I joined the Bersih rally in Kuala Lumpur and I was hit by tear gas in front of the (Tung Shin) hospital,” he said.

“Over here, we were allowed to (express ourselves) freely and without any fear.”

Malaysian student Chrystle was enthusiastic about participation: “It's an obligation for a citizen to be at least conscious of the development or situation of politics as (this) is inherently associated with our daily life.

“To stand up and join the rally is merely to put my concern into action for my beloved country. I’ve done my part as a Malaysian.

“Of course, thing will not change (immediately) just because we marched on the (streets). But we (need to) keep up the momentum to push for change, for a better future, a better Malaysia.”

Another participant, Ivan, said he believes in doing what he can for his country of origin.

“I’m not a politician. I can’t stand in front of the media to say how bad they are or how to stop corruption, so I’m just doing my small part to tell the world about it.”

Wong said Malaysians should overcome the fear of political repercussion and be brave enough to participate in rallies.

“There should be no reason (why we should be afraid. We are supposed to be independent. If everyone comes forward, (Malaysia) would be a much better place.”

The Selangor government today shot down claims by Youth and Sports Minister Shabery Cheek that it was involved in bringing in an Israeli citizen into Malaysia for the filming of an international reality television series.

NONEIn a statement today, its Tourism, Consumer Affairs and Environment Committee chairperson Elizabeth Wong (right) said the government had won the bid for The Challenger Muay Thai to be filmed in the state but was not involved in organising it nor had a hand in its fighter selection.

“We did not invite any of the fighters nor sign any support documents for an Israeli national to enter Malaysia. If we had prior information, we would have firmly told the Youth and Sports Ministry and the Immigration Department not to grant entry.”

Malaysia does not have diplomatic ties with Israeli and travel between the two countries is illegal.
Shabery told Parliament yesterday that the Selangor government approved an allocation of RM5 million for the series, which would feature Israeli boxer Ilya Grad.

‘Federal gov’t responsible’

The comments were in reaction to an allegation by PAS last week that the Youth and Sports Ministry had made special arrangements to allow Ilya into the country.

However, Wong fingered the federal government for allowing an Israeli to slip into the country as immigration falls within its jurisdiction.

In a blog post on the Muay Thai Authority website on Oct 15, Grad said he was assured that “some influential people” in Malaysia would ensure that there would be no hurdles for him to enter the country.

“After a long wait of 25 hours, the Malaysian Muaythai Federation, with the support of the Malaysian sports minister, finally made it happen and got the necessary papers to let me into the country.

“Just like that I crossed the border with a special pass, a very special pass indeed for my Israeli passport wasn’t even stamped!” Grad wrote.

PM slammed over daughter's 'RM200,000 shopping spree'
While allegations over Rosmah Mansor’s RM24 million ring have yet to subside, detractors of Najib Abdul Razak have now trained their sights on the prime minister’s daughter.

This follows a news item in what appeared to be from the West Australian newspaper, reporting that a woman said to be the prime minister’s daughter had allegedly spent A$60,000 (RM195,000) during a shopping spree at David Jones, a major departmental store in Australia.

NONEThe veracity of the report is unconfirmed. But a copy of the small news clipping - without the date and masthead - has made its way to Malaysian shores, with opposition bloggers and Suara Keadilan picking it up.

The report, titled ‘Delegates go shopping and sightseeing’, has also appeared on many Facebook pages.

Former PKR central committee member Badrul Hisham Shaharin, who is popularly known as Chegubard, hadcommented on his blogthat while the people at home are still coping with rising prices, the politicians and their children are spending lavishly overseas.

“The people are facing hardships due to the rising costs. This regime has failed to address the rising costs and at the same time it had introduced new laws to possibly introduce taxes which will burden the public further.

“While the allegations into the RM24.45 million ring have yet to be answered, there is apparently a report in the West Australian newspaper of extreme spending by Najib and Rosmah’s daughter.”

Unnamed daughter and first lady

The unnamed daughter was with her parents who were attending the Commonwealth Heads of Government (CHOGM) meeting which was held in Perth, Western Australia.

Suara Keadilan also picked up the report and cited that she was in the delegation that included Deputy Information, Communication and Culture Minister Maglin Dennis D’Cruz, Deputy Minister in the Prime Minister’s Department Dr Mashitah Ibrahim and PPP president M Kayveas.

The opposition online portal also claimed that traders made a huge profit when an unnamed first lady had spent A$150,000 (RM487,000) on Western Australian pearls, while ‘Najib’s daughter’ spent A$60,000.

It quoted state director for CHOGM Richard Muirhead as saying that free-time activities and shopping expeditions were arranged for the foreign dignitaries outside the tight CHOGM schedule.

Sewaktu mengikuti suaminya Najib Razak ke persidangan negara-negara komenwel, CHOGM di Perth Australia, menurut Akhbar The West Australia, Rosmah Mansor dilaporkan telah membeli sejumlah mutiara bernilai $150,000 (RM387,888).

Malah anak perempuannya juga turut berbelanja sakan di David Jones sehingga $60,000 (RM193,944).



Suaminya menyarankan agar rakyat semua berbelanja secara berhemah memandangkan ekonomi berada di dalam keadaan yang tidak menentu. Dalam masa yang sama isteri dan anaknya sendiri berbelanja sakan bagaikan tiada hari esok.
