EZAM MASIH TIDAK BERKESAN DI DALAM UMNO ?

Ezam Mohd Noor di dalam akhbar Sinar hari ini, cuba menjadi `Panglima Perang' buat Umno apabila mahu mendedahkan kononnya surat DS Anwar kepada bank dunia pada tahun 2000. Melucukan, pinjaman itu bukan untuk negara tetapi kononnya DS Anwar mahu Bank Dunia menyelesaikan masalah skandal seks kakitangan bank tersebut.

Memetik kenyataan beliau di dalam Sinar, "Menurutnya, pada awal tahun 2000, Anwar ada menghantar surat kepada bekas Pengerusi Bank Dunia, John Wolfensohn memohon bantuan kewangan untuk membantu menyelesaikan masalah skandal seks kakitangan bank dunia warganegara Lubnan yang dikenali sebagai Sahariza.

Ezam masuk Umno kononnya untuk basmi rasuah. Tetapi kemasukannya, rasuah di dalam Kerajaan semakin meningkat

Sekali lagi `Ezam kotak' ini terlalu lembab untuk memberi perkhidmatan terbaik buat Najib. Surat yang kononnya pada tahun 2000, Ezam mahu dedahkan sekarang? Rakyat sudah jemu mendengar Ezam asyik dengan janji-janjinya untuk `menelanjangkan' DS Anwar dengan salah laku rasuah dan penyelewengan, dan setakat ini semenjak beliau melalak ke hulu ke hilir memburukkan bekas mentornya itu, sokongan terhadap DS Anwar semakin meningkat.

Mengapa tidak didedahkan sewaktu DS Anwar bertanding di Permatang Pauh, sedangkan ketika itu adalah masa paling sesuai untuk Ezam `menelanjangkan' DS Anwar? Mungkin beliau yakin waktu itu apabila Saiful bersumpah laknat sehari sebelum Penamaan Calon di Permatang Pauh, DS Anwar pasti tersungkur. Malangnya tidak berlaku sedemikian, bahkan majoriti DS Anwar jauh meningkat. Kemudiannya, berlaku pula beberapa Pilihanraya Kecil, Ezam masih tidak menjumpai surat yang dikatakan akan didedahkannya itu.

Ezam dan Umi, `seiring sejalan'

Pilihanraya Kecil di K.Terengganu dahulu, Ezam mengistiharkan akan `menelanjangkan' DS Anwar dengan satu surat yang kononnya surat bertulisan tangan DS Anwar yang kononnya memohon bantuan Dr Mahathir di dalam kes beliau. Apabila beberapa hari sebelum mengundi, Ezam pun dengan penuh yakin mendedahkan surat tersebut. Malangnya, tiada yang pelik dari surat berkenaan dan surat itu menjadi bahan ketawa orang ramai. Akhirnya PAS menang besar di K.Terenganu.

Ezam sudah terlalu banyak berjanji dengan orang ramai untuk mendedahkan salah laku DS Anwar, tetapi sehingga kini satu pun tidak menjadi bekas kepada DS Anwar. Mungkin ini lah yang menjadikan Ezam merasa seperti `makan gaji' buta sebagai Senator di dalam Umno.

"Tunjukkan pada saya, seorang yang masuk Umno itu ikhlas?" - Ezam

Selepas ini, biarpun `Ezam kotak' atau `Ezam sesumpah' ini membongkar berpuluh-puluh kotak yang beliau ada, rakyat tidak lagi serius untuk mengetahuinya. Rakyat kini mahu tahu apa Ezam buat terhadap isu `Fidlot' (lembu) keluarga Shahrizat? Rakyat teringin mendengar apa komen Ezam terhadap kes Khir Toyo yang hanya dipenjarakan setahun? Rakyat juga tertanya-tanya mengapa Ezam tidak bertanya kisah cincin RM24 Juta, Gelang dan beg ratusan ribu kepunyaan `First Lady Of Malaysia' yang didedahkan dan dibukukan oleh sahabat karib lamanya, Chegu Bard?

Jelas, Ezam kini terkunci mulutnya atau beliau tidak mampu berbuat apa-apa kerana beliau sendiri berada di dalam kotak Umno. Mungkin tugas beliau di dalam Umno hanya satu sahaja iaitu cuba sedaya upaya untuk membunuh kerjaya DS Anwar, itu sahaja.

Untuk dekad pertama dalam abad ini, Malaysia telah kehilangan RM 1.08 trillion (US$338 billion) dalam pengaliran wang haram yakni, merupakan ke-empat tertinggi di antara negara-negara membangun.

Untukjangka masa 2000-2009, Cina telah kehilangan US 2.74 trillion dalam pengaliran wang haram dan merupakan negara membangun yang menduduki tempat pertama aliran wang haram ini menurut laporan ranking negara yang diterbit. Mexico menduduki tempat ke-dua dengan US504 billion dan Russia US501 billion. Negara jiran kita yang terdekat adalah Filipina di tempat ke 13 yang kehilangan IS12 billion.

Pengaliran wang haram dapat dilihat sebagai penanda aras atau petunjuk kepada skala rasuah. Ini bermaksud Malaysia mempunyai sekumpulan pemimpin yang paling rasuah di rantau Asia Tenggara dan juga yang ke-empat paling rasuah di dunia dengan meletakkan sejumlah besar wang untuk dikerjakan di luar negara.

Laporan Global Financial Integrity (GFI) melaporkan pada Januari, sejumlah RM930 billion telah mengalir keluar Malaysia dari 2000 hingga 2008. Ini bertambah kepada RM 218 billion setahun daripada RM 71 billion pada masa itu. Malaysia kehilangan RM150 billion kepada pengaliran wang haram pada 2009. Laporan itu mengulas bahawa “pertambahan itu lihat di beberapa negara Asian.” Ia juga menambah “Dengan bertambahnya pengaliran kapital haram dari Malaysia, ia telah mengecilkan jumlah pengaliran capital yang bersih ke negara sejak beberapa tahun ini.”

Rasuah, kecurian dan pemberian faedah

Loceng amaran dibunyikan seawal Januari 2011 oleh pemimpin pembangkang Anwar Ibrahim yang mempersoalkan sifat pemaaf kerajaan terhadap masalah pengaliran wang haram melalui rasuah dan pengecualian cukai.

Menurut laporan tersebut, rasuah, pencurian dan pemberian faedah adalah antara penyumbang kepada pengaliran wang haram ini dan ia dominan di negara timur tengah, utara Afrika dan negara membangun di Eropah.

Pemalsuan inbois import/eksport yang dikenali sebagai salah nilai pula menyumbang kepada separuh daripada jumlah pengaliran wang haram terutamanya di Asia dan barat.

Untuk menangani masalah ini, Gabenor Bank Negara Dr Zeti Akhtar Aziz telah membentangkan Akta Wang Perkhidmatan Perniagaan pada Mac lepas, dan berkuatkuasa Disember lepas. Akta ini menyokong pembangunan yang lebih dinamik, kompetitif dan professional bagi industri perkhidmatan perniagaan, dengan mengukuhkan kawalan terhadap pengubahan wang haram, pembiayaan kekejaman dan aktiviti haram menurut bank negara.

Tindakan separuh jalan

Penguatkuasaan akta itu nampaknya sudah terlambat kerana ia Cuma tindakbalas spontan terhadap masalah yang sudah wujud sejak sedekad lepas. Selepas sedekad, Malaysia sudahpun kehilangan RM 1.08 trillion hasil perbuatan BN. Inilah kerajaan yang telah membazirkan wang sejak sekian lama dan sudah sampai masanya untuk terjadi sebuah letupan ekonomi yang menghuru-hurakan negara.

Dengan kadar inflasi pada 3.4% pada September dan adalah yang tertinggi sejak 27 bulan, dan 3.5 % pada Jun, inflasi makanan kekal sebagai kebimbangan utama; meningkat kepada 5% dari tahun ke tahun sejak September dan dari 4.6% pada Ogos. Rakyat Malaysia akan menepuh masa-masa yang sukar dengan kos kehidupan yang semakin meningkat. Dan apakah reaksi daripada Menteri Kewangan mengenai semua ini? Tiada.

Tiada satu pun usaha cerita indah daripada Najib

Sebaliknya, kita telah disajikan dengan begitu banyak pengumuman untuk menjadikan Malaysia sebuah negara pendapatan tinggi dan semakin banyak projek mahal yang menemui kegagalan seperti NFC. Dengan secara tiba-tiba mahu meningkatkan gaji penjawat awam adalah suatu usaha untuk mendapatkan lebih banyak cukai dan pada masa yang sama mendapatkan sokongan penjawat awam untuk PRU 13. Segala usaha-usaha ini adalah semata untuk memastikan kemenangan pada pilihanraya kelak sementara keadaan negara semakin berkecamuk.

Hakikat bahawa pengaliran wang haran dari Malaysia dari tahun ke tahun telah meningkat daripada RM71 billion kepada RM218 billion setahun telah memberi indikasi bahawa langkah-langkah yang kurang berkesan telah diambil oleh Kementerian Kewangan dan juga Bank Negara untuk menangani masalah tersebut. Pendek kata, usaha mereka gagal. PM Najib Razak yang juga menteri kewangan tidak mempunyai apa-apa pencapaian yang membanggakan sepanjang perkhidmatan beliau walaupun sudah mentadbir sejak April 2009.

Kementerian Kewangan yang sunyi sepi telah mengundang persoalan –Adakah Najib orang yang patut dipersalahkan dalam kegawatan ekonomi negara? Adakah ia suatu keutamaan bagi menteri kewangan? Adakah BN bekerja keras untuk memperbaiki keadaan ekonomi negara?

Isu-isu ini telah benar-benar memberi bayangan bahawa kita mungkin akan kecundang seperti Greece dan ramalan Menteri di Jabatan Perdana Menteri, Idris Jala bahawa kita akan bankrap pada tahun 2019 disebabkan negara tidak mampu membayar hutangnya yang semakin bertambah.

Cash belonging to robbery suspects goes missing

KUALA LUMPUR, Nov 17 — Cash belonging to two of the men charged with robbing money changers at KL International Airport (KLIA) in September has gone missing from the Selangor police headquarters.
In a statement released last night, Selangor police said RM11,700 in cash and a wallet were reported missing on Tuesday evening.

The cash is not part of the US$300,000 that was seized in relation to the robbery.
Three Malaysian Anti-Corruption Commission (MACC) claimed trial last month for robbery and abetting a civilian in robbing three money changers of RM930,000 at KLIA in September.
The three officers, aged between 20 and 35, hold the ranks of acting assistant commissioner, senior assistant superintendent and assistant superintendent. The civilian, who had impersonated an MACC officer during the robbery, is still at large.
They allegedly robbed the money changers inside the satellite building at KLIA on September 15.
The trio were arrested two days later after they were picked out by the victim during an identification parade.
It was earlier reported that the money changers were at the airport intending to board a flight to Singapore when the robbery took place.
The three are understood to have been carrying foreign currencies amounting to about RM2 million, which they had declared to Customs.

The arrest of a group of men under the Internal Security Act (ISA) earlier this week has exposed the government’s hypocrisy over the repeal of the Act, said activists.

In a joint statement today, Gerakan Mansuhkan ISA (GMI) chairperson Syed Ibrahim Syed Noh and Human Rights NGO Suaram representative E Nalini said the arrests contravene the government’s announcement that the Act will be abolished.

“What is the rationale behind the detention? Is the Prime Minister of Malaysia trying to fool the people of Malaysia with his hypocritical attitude? The PM should be ashamed of this arrest!” they said cuttingly.

They added that the Nov 14 and 15 arrests show that the repeal announcement was merely a “politically expedient” move.

“We would also like to remind the prime minister that over the past few decades, thousands of people were detained without trial under the ISA not for what they did or said, but based on anonymous and often false accusations from third parties.

“People have been locked up for crimes that were not proven in a court of law and thousands were left to anguish in secret detention cells around the country over an indefinite period of time,” they said.

They also urged the government to hasten the repeal of the Act and not replace it with another which allows for detention without trial.

According to the two groups, sources claim that charges on at least 11 of those arrested are unclear and “is believed to be linked to terrorism”.

“The figures reported are not official, with some sources saying that it could be up to 14 people being arrested,” they said.

'Gun-toting militants'?

The activists said that the individuals were arrested by the Bukit Aman Special Task Force (operations and counter-terrorism) led by DSP Azman Omar.

“Their next of kin was only informed a day after the arrest under Section 73 (1) of the Internal Security Act 1960,” they said.

They added that the arrests were conducted without warrants, with some of them nabbed in front of their wives and children.

GMI and Suaram claim that the arrests were conducted in the fashion of a “heist” by armed police personnel.

“Several laptops and an amount of cash were confiscated,” they said.

Their sources reveal that those arrested include school and tuition teachers, newspaper distributors, a poultry trader and a lorry driver. Two, Mohd Adnan Umar and Mohd Abduh Umar appear to be brothers.

Others arrested, based on GMI and Suaram sources, are Mohd Nazri Dollah, Yusof Saripuddin, Adwan, Faisal Hamma, Joni @ Muadz, Azmi, Suriadi, Darto Bandu and Bakar Baba.

According to the New Straits Times, the detainees are “militants” and are “linked to the Abu Omar group, also known as the Kaltim group, based in Kalimantan”.

They arrest was reportedly made following information that the group was using Tawau as a “transit point for the gathering of weapons from the Philippines” and was recruiting locals for “militant training in neighbouring countries”.

“A source told the New Straits Times that among the 11 detained were Filipinos and Indonesians,” it reported, adding that police are still on the look out for other suspects.

Meanwhile Malay-language daily Berita Harian put the number of detainees at 10.

Pakatan Rakyat members of parliament have over the past 2 weeks exposed the fact that many of the goods sold in Kedai Rakyat 1Malaysia (KR1M) were not only substandard, illegal and unhealthy, many of these products were also not cheaper than products sold in existing hypermarkets.
We were criticised by the Domestic Trade, Cooperatives and Consumerism Minister, Ismail Sabri as being unfair by not comparing “apple to apple”, that is we should not be comparing 1Malaysia products with house-branded products from Tesco, Giant or Carrefour.
However, we have proven that the comparison was indeed not “apple to apple” for products such as the “oyster sauce” because the sauce from Tesco contained real oyster extracts, the 1Malaysia product had only flavouring and no oysters.
At the same time, the comparison of 1Malaysia milk powder with that of Nestlé’s Nespray 1+ demonstrated not only that the former is a far inferior product but also the fact that the latter was 24% cheaper. The 1Malaysia milk powder was short of at least 15 legally required vitamins and minerals, deficient in calcium and iron and provided a 802% overdose of Vitamin A, putting at real risk our very young children.
Instead of facing up to the problems, IsmailSabri has chosen to go on an inflammatory rant calling Pakatan Rakyat MPs, DAP and myself racists for allegedly being anti-Malay in our exposés.
Ismail Sabri said on his Facebook and Twitter on Tuesday 15th November 2011 that “tony phua DAP ni masih tk habis2 menfitnah KRIM. kini dgn tuduhan tdk berkualiti. semlm isu ini tlh dijwb oleh Mydin & pembekal IKS. jelas agenda DAP yg ingin menguburkan KRIM yg rata2 supplier nya terdiri dari IKS bumiputra. Rata2 pembeli nya terdiri dari gol berpendapatan rendah bumiputra. Mydin pun bumiputra. malangnya ada bumiputra spt nurul izah & zulkifli 'menyalak' bagi pihak DAP..”
The racist accusations made by the Minister is not only completely baseless, it is the complete opposite of what the Pakatan Rakyat MPs are trying to achieve. By exposing the list of poor quality and illegal products which do not meet the minimum legal standards set out in the Food Act 1983 and Food Regulations 1985, it is Pakatan Rakyat that is truly fighting for the interest of the mostly Malay consumers at KR1M as well as other poor Malaysians.
If not for our exposés, many Malays and poor Malaysians will still be consuming poor quality oyster sauce, evaporated millk, ice-cream,sardines and fruit jam sold at KR1M. What is worse, if not for Pakatan Rakyat highlighting the shocking deficiencies of the 1Malaysia children’s milk powder which resulted in the product’s withdrawal yesterday, a whole generation of Malay and poor Malaysian children might end up suffering from malnutrition, disease and poor physical development.
It is the BN Ministers like Ismail Sabri who are more than willing to sacrifice the interest of ordinary Malays and Malaysians by giving unsubstantiated “guarantees” on the quality of KR1M products and pander to the monetary and vested interest of certain businessmen.
The fact that Ismail Sabri’s ministry is going to subsidize theKR1M stores to the tune of RM40 million in 2012 to sell some of these productsto ordinary Malaysians without first ensuring strict quality control over the products shows that BN Ministers are only keep to score political goals with KR1M. They are not at all interested in the welfare of Malaysians, especially the Malays, who will suffer the most.

Highway operator PLUS Expressways Bhd has "lied" to the people in saying that it is waiving RM6.5 billion in compensation from the government, Penang Chief Minister Lim Guan Eng said today.

The "waiver", Lim said, was accomplished by extending the toll collecting period on three highways.

"This is subterfuge... there actually is a hidden increase," the Bagan MP told a press conference at Parliament House today.

Lim said this in reference to a report inNew Straits Times today that the joint owners of the assets and liabilities of PLUS Expressways - UEM Group Bhd and the Employees Provident Fund (EPF) - have decided to forgo RM2.9 billion in outstanding compensation and RM3.6 billion as compensation for toll rate freeze from 2011 to 2015.

Citing a written reply from the Works Ministry dated June 28 that the Penang Bridge toll is slated to be in operation until 2038, Lim said this was actually a 17-year extension, for the toll collection on the bridge was supposed to cease in 2021.

"What waiver? They are lying. I thought only my children will pay the toll but now it looks like even my grandchildren will have to pay," he said.

"This deal punishes Penangites... in total (according to the reply) some RM37.7 billion have been collected by the 27 highway concessionaires when their cost of construction, including maintenance cost, was RM25 billion," said Lim.
RM13 billion in profits already made
Besides the Penang Bridge, the other toll operators given an extension are Butterworth-Kulim Expressway (BKE) and North-South Expressway Central Link (Elite), for 11 and eight years respectively.

According to the NST report, the concession periods for Elite, which was to end on May 31, 2030, BKE on June 27, 2026, and Penang Bridgeon Dec 31, 2021, would be extended to concur with the new agreement with UEM Group and EPF.

"So why do we need to pay tolls for longer periods? Why do they need to extent the periods?" asked Lim, who pointed out the concessionaires have made RM13 billion in profits.

"The construction cost is only RM6 billion, so they have made over three times their initial cost," he stressed.

Petaling Jaya Utara MP Tony Pua also said that the extension of toll collection periods for two of the three highways that affect the island state "will be a burden".

"It's most unfair to Penangites," Pua said.

According to the report, under the new UEM Group and EPF agreement, all PLUS Expressway concessions will expire on Dec 31, 2038, with no further extension.

Why is Muhyiddin being a busybody?

On a related matter, Lim demanded to know why Deputy Prime Minister Muhyiddin Yassin was all of sudden questioning the logic behind Penang's proposed third link between the island and the mainland.

Muhyiddin was quoted saying yesterday that the construction of the link might result in a waste of public funds.

"The MoU (memorandum of understanding) for the project was signed in April this year and it was witnessed by Prime Minister Najib Abdul Razak and Chinese Premier Wen Jiabao... so why is Muhyiddin asking the purpose of the project?" Lim asked.

"Since it will be an open tender, we will ensure everything turns out well," he said.

The project, estimated to cost the state RM5 to RM8 billion, is expected to commence in 2015 and by completed by 2020.

Lim said the undersea tunnel was to manage the future traffic and hoped that the federal government would lend its hand.

KUALA LUMPUR, 18 Nov — Kenyataan Exco Kerajaan Negeri Selangor Datuk Dr Hasan Ali bahawa umat Islam boleh murtad disebabkan sebaran agama Kristian menggunakan kitab Injil berteknologi canggih adalah satu penghinaan ke atas Muslim, tegas bekas mufti Perlis Prof Madya Dr Mohd Asri Zainul Abidin.
“Jika benar laporan media, saya rasa kenyataan itu satu penghinaan kepada masyarakat Islam di Malaysia dan boleh menjadi satu tindakan kempen tidak langsung tentang ‘the power of reading the Bible’ seperti yang ditonjolkan oleh sesetengah pihak,” kata beliau dalam satu kenyataan dihantar kepada The Malaysian Insider hari ini.
Felow Pusat Pengajian Islam Oxford ini berkata di Malaysia, al-Quran dikumandangkan menerusi pembesar suara, TV, radio, majlis-majlis kerajaan dan lain-lain, tetapi tidak pula dihebohkan bukan Muslim menganut Islam kerana terdengar bacaan al-Quran setiap hari.
Sebaliknya kata beliau, tiba-tiba dihebohkan kononnya ada yang masuk Kristian kerana mendapat alat kecil yang membaca kitab Injil — “solar-powered talking bible”.
“Alangkah hinanya umat Islam dan agamanya. Seakan-akan orang Islam yang sekian lama mendengar al-Quran, terus berubah kerana terdengar atau mendengar bacaan Injil. Tindakan ini seakan kuasa ataupun pengaruh kitab Injil mengatasi al-Quran,” kata beliau lagi.
Bateri injil tersebut dikatakan mampu dicas semula mengguna kuasa solar.
Semalam, The Malaysian Insidermembawa laporan memetik jawapan bertulis Hasan kepada Ahli Dewan Undangan Negeri Umno kerusi Sungai Burong Datuk Mohamad Shamsudin Lias bahawa ada sesetengah gereja di negara ini cuba memurtadkan umat Islam dengan alat-alat canggih seperti kitab Injil menggunakan kuasa solar.
Hasan berkata penganjut Kristian Evangelis menggunakan peralatan canggih seperti kitab Injil menggunakan kuasa solar untuk memurtadkan umat Islam di Selangor.
Pengerusi jawatankuasa yang mengetuai hal ehwal agama Islam ini berkata Jabatan Agama Islam Selangor (Jais) telah mengesan mubaligh Kristian kini menyebarkan kepercayaan mereka menggunakan alat-alat canggih, selain mengadakan kumpulan-kumpulan kebajikan menyediakan wang tunai dan bantuan kewangan lain kepada golongan ibu tunggal dan miskin.
Ia merupakan pendedahan terbaru di sebalik kontroversi berkaitan Gereja Methodist Damansara Utama, Petaling Jaya dan Jais awal Ogos lalu.
Dalam reaksinya, Asri berkata, “bagi saya, maaf terpaksa katakan bahawa kenyataan itu juga sesuatu yang amat tidak wajar bagi seorang Exco kerajaan yang hidup di zaman teknologi.”
“Hari ini segala bacaan sama ada al-Quran ataupun Injil boleh didapati di Internet. Pelbagai peralatan, sama ada komputer ataupun selainnya boleh melakukan ‘download’ semua bacaan ini. Tidak perlu untuk bersembunyi mendapat atau mendengarnya,” katanya lagi.
Asri menambah, beliau berpendapat bahawa kenyataan Hasan tanpa disedari boleh menjadi kempen mendengar kitab Injil yang sebelum ini tidak ramai yang mengambil kisah.
“Itu pun bukan satu kesalahan. Dunia tidak tertutup. Setiap yang mendengar dan menilai akan dapat menemui kebenaran yang hakiki.
“Peranan golongan agama di era ini, bukan menghalang tetapi berhujah dan menerangkan apa yang diyakini secara matang,” katanya lagi.
Kata Asri lagi, jika benar seperti yang didakwa, ada pihak Kristian yang menyebarkan alatan itu secara percuma dan bantuan lain lagi kepada saudara-saudara Muslim, “maka saya mencadangkan beliau kena mengerahkan Jais membuat kerja yang lebih bermanfaat dengan menyebarkan secara percuma alatan yang sama atau lebih canggih yang mengandungi ayat al-Quran dan terjemahannya.”
“Juga mengandungi ucapan-ucapan dakwah kepada Islam secara hikmah dan bijaksana. Jais boleh pastikan dulu alat itu ‘mendapat tauliah’ supaya alat itu tidak ditangkap atau dirampas,” katanya yang akhir 2009 dikenakan tuduhan oleh Jais berhubung isu menyampaikan kuliah agama tanpa tauliah.

18 NOV — Ini kes yang sangat memalukan. Polis telah mendapatkan kembali sebahagian wang dari tiga perompak dari MACC yang telah melakukan rompakan terhadap pengurup wang di KLIA baru-baru ini. Wang yang menjadi barang kes itu telah hilang dari simpanan Polis. Wang sejumlah RM11,700 itu di dapati hilang dari bilek pegawai penyiasat ibu pejabat kontigen polis Selangor.pada pukul 2 petang semalam.
Polis sedang menyiasat kes itu di bawah seksyen 457 dan 201 Penal Code untuk menyiasat samada ianya berlaku oleh kecuaian pegawai polis yang bertanggung jawab atau ada elemen kriminal di dalamnya. Isu ini sebenarnya tidak menarik minat ramai, tetapi ianya adalah perkara yang sangat penting untuk diulas.
Dalam kes ini, “jika ianya berlaku oleh kecuaian tindakan disiplin akan diambil terhadap pegawai dan anggota terlibat, tetapi jika ada elemen jenayah yang dilakukan oleh pegawai dan anggota, mereka akan di ambil tindakan mahkamah” kata Ketua Polis Negeri Selangor Tun Hisan Tun Hamzah.
Rompakan dan kecurian berlaku saban hari di seluruh negara dan melibatkan wang dan harta benda yang besar. Rompakan dan kecurian sudah menjadi perkara biasa dalam negara ini kerana semua orang gilakan wang ringgit yang senang, tidak kiralah samada jumlah yang besar atau pun kecil. Rompakan terbuka dan rompakan kolar putih yang dilakukan secara sistematik sentiasa berlaku di kebanyakan kementerian dan jabatan kerajaan.
Kalau ianya berlaku di dalam balai polis sendiri bagaimanalah hendak menjamin keselamatan wang ringgit dan harta benda di tempat lain? Ini amat menakutkan kita dan bagaimana pula pandangan masyarakat antarabangsa dan pelabur-pelabur yang diminta melabur di negara kita?
Baru dua atau tiga hari yang lepas MACC telah menyerahkan kes NFC yang melibatkan keluarga Shahrizat Jalil kepada pihak polis untuk di siasat samada ada ada unsur jenayah atau rasuah atau salah guna kuasa di dalamnya. Tidak tahulah samada kes itu sudah mula di siasat atau belum tetapi ramai pemimpin kerajaan termasuk PM dan DPM telah memberikan komen yang projek itu adalah projek yang berjaya dan pembelian kondominium menerung itu adalah “above board” semuanya.
Rakyat sekarang sibuk membaca cerita rompakan, kecurian dan rasuah besar-besar yang di tuduh terhadap pemimpin-pemimpin kita. Kes PKFZ yang melibatkan bekas Presiden-Presiden MCA yang melibatkan wang rakyat RM12 billion sedang rancak dibicarakan di Mahkamah Tinggi.
Kes Khir Toyo belum selesai lagi dan banyak kes curi dan rompakan sedang dalam mahkamah sekarang ini. Dua belas kes berprofil tinggi yang disebutkan oleh Rais Yatim semasa beliau menjadi menteri undang-undang dulu belum juga selesai dan belum pun dibawa kemuka pengadilan. Kes-kes baru bertimbun-timbun yang belum di siasat.
Lapuran Ketua Audit Negara baru-baru ini menunjukan banyak penyelewengan di lakukan oleh pihak yang berkuasa di jabatan-jabatan serta agensi kerajaan bertimbun-timbun kes dilapurkan berlaku. Kita tidak nampak cara dan jalannya bagaimana kes-kes ini hendak di selesaikan.
Ramai yang berpendapat kes-kes ini tidak akan di ambil tindakan kerana jika hendak di ambil tindakan kepada semuanya, ia akan memakan masa 50 tahun untuk di selesaikan. Maka untung lagilah perasuah-perasuah ini kerana untuk menunggu giliran mereka disiasat ramai di antara mereka akan tidak lagi berada di dunia ini.
Lain-lain perkataan kita sedang berada dalam masyarakat rasuah. Rasuah di mana-mana. Kecurian di mana-mana. Rompakan kolar putih di mana-mana. Masalahnya kesalahan-kesalahan ini dilakukan oleh mereka dalam kerajaan dan mereka mendapat perlindungan dari pihak yang berwajib.
Kalaulah ianya dilakukan oleh parti-parti pembangkang pihak berkuasa akan melakukan tekanan yang kuat walau pun belum tentu ianya ada kes. Teoh Beng Hock menemui ajal oleh kerana siasatan pihak MACC. Khabarnya kes yang di siasat itu melibatkan RM2,000 sahaja.
Kes besar-besar yang melibatkan pembelian kapal selam telah memunahkan ribuan juta ringgit wang rakyat. Sampai ke hari ini kes itu belum dapat di selesaikan kerana ianya melibatkan pemimpin besar negara yang sedang memerintah dan kroni-kroninya.
Dalam kes Altantuya dua anggota polis di dapati bersalah oleh mahkamah tetapi tidak ada persoalan tentang motif pembunuhannya. Ini amat menghairankan tetapi tidak menghairankan kepada siapa yang mampu berfikir secara terbuka.
Kalau kita fikir dengan teliti, kita akan mengakui yang kes-kes jenayah yang berlaku tidak akan selesai sampai bila-bila kerana belum pun kes-kes yang dilapurkan itu di siasat dan di ambil tindakan, kes-kes baru berlaku lagi bertimpa-timpa.
Mungkin itulah sebabnya rakyat sudah hilang kesabaran mereka sehingga mereka telah menentukan cara untuk menghapuskan kegiatan mencuri ini melalui demokrasi, iaitu pilihanraya.
Rakyat telah memikirkan banyak cara untuk menghakis elemen rasuah dan mencuri ini tetapi tidak pernah berjaya. Tetapi kali ini rasanya memang sudah sampai masanya bagi rakyat untuk menolak “once and for all” semua pemimpin dan agen-agen pemimpin yang rasuah serta pencuri ini melalui pilihanraya yang bakal tiba ini.
Apabila rakyat menolak mereka nanti, jangan pula menyalahkan orang atau pihak lain pula. Rakyat adalah manusia biasa; ada had kepada kesabaran mereka. Elok ingatkan pemimpin kita supaya tidak melembukan rakyat yang amat tertekan melihat tingkah laku mereka yang telah diamanahkan untuk mentadbir rakyat dan negara. — aspanaliasnet.blogspot

Salleh Ismail, the husband of Umno Women's chief Shahrizat Jalil, having received a RM250 million to develop the cattle industry in Malaysia, promptly turns around and purchases two luxury apartments in Bangsar.
Caught in the act, he maintains a guilty silence for days, before finally emerging, like a flat-tailed worm from under a damp rock, to attempt to defend this indefensible abuse of the public trust that is the NFC scandal. He was accompanied by the favorite lawyer of Umno miscreants, Shafee Abdullah, whose oily presence itself can generally be taken as a sure sign of guilt.
The logic of Shahrizat's husband
Going by Salleh’s perverted logic, one could procure a multi-hundred million ringgit loan from public funds, purportedly to undertake some project for the public good, and then splurge it how one likes. You could buy land in the Yukon, sure to go up within the next three or four hundred years, or drill for diamonds in the Antarctic, or crisscross the Sahara with irrigation channels for little Tuareg children to swim in.
Or any other whimsical ideas that occur to you as you sit around in Bangsar cafes, twiddling your thumbs while wondering how to profit from your spouse’s political career.
You could also invest in real-estate, always a sure thing. Except in 2008, when some of the largest financial institutions in the world, including Lehman, would go broke betting that the real-estate market would stay up. It didn’t.
Good investment or Criminal Breach of Trust
Why would the Malaysian government give carte blanche to the NFC to draw down on public funds which would then be channeled to purposes other than that for which it was disbursed. Is it not criminal breach of trust to do this?
There is also the fact that RM800,000 was spent on travel for the ‘directors’ of NFC, who turn out to be Shahrizat’s children. Salleh Ismail announced that they did not fly First Class. Did they then fly Business Class with public funds? It is an outrage. Executives of MNCs with multi-billion dollar revenues fly Economy these days. There are of course, more abuses; ‘donations’ to Umno politicians and monies paid to Shahrizat Jalil being among them.
Instant cows!
Salleh Ismail also disputed the Auditor General’s report which dismissed the NFC project as a failure. Salleh admitted however, to buying cattle from Australia and then re-selling them. This is all the NFC appears to have done. The NFC feeds the cattle before they are sold. A curious way indeed to ‘develop’ the Malaysian cattle industry.
Along the way, Salleh compared cattle to palm trees, as if he was in a Lewis Carroll poem. He also offered to ‘produce’ 60,000 heads of cattle in 2015. By buying them from Australia, no doubt.
The cattle were shown on TV being held in crowded, muddy holding pens, looking uncomfortable and miserable. Clearly the veterinary services department should be investigating the NFC for possible Animal Cruelty to these poor beasts, as well as for cleanliness violations. As should the MACC be investigating the NFC for possible corruption.
In fact, it seems only a RCI will be able to clear up all the questions thrown up by this NFC scandal.
Why is no one taking responsibility
Again, we return to the question of oversight.
How is it that the Agriculture Ministry did nothing about all these scandalous going-ons at the NFC? How is it that the Finance Ministry was sleeping on its job and did not notice what was happening?
The Finance Minister is Najib Razak, also the Prime Minister. He is twice culpable. It is Najib, ultimately, who is responsible for this outrage perpetrated on the struggling Malaysian taxpayer.
As for Shahrizat Jalil, if she had any understanding of the notion of accountability or at all had any sense of honour, she would have resigned by now. She does not appear to, and will not. Whoever heard of a BN Minister who took responsibility and resigned?

KUALA LUMPUR: Amid questions and confusion over the rental of the two One Menerung condominiums it owns, National Feedlot Corp (NFC)has come out to explain how it gets a monthly income of about RM70,000 per unit.
NFC executive chairman Datuk Seri Dr Mohamed Salleh Ismail said each unit was rented out for RM18k.
On top of that, NFC gets a monthly 10% cash rebate from the developer on the price it paid for each of the RM6.9mil condominiums.
The NFC paid cash for the condo, he added, and the cash rebate, came up to RM57,000 each month.
"The total of both (RM18k and RM57k) makes it RM75k each month," he said Friday.
This would give it an income of RM900,000 per unit for a year.
He said the two units were being rented out to two different oil and gas companies to provide housing for their expatriate staff.
The NFC came under scrutiny recently following the 2011 Auditor-General's report which described it as a mess and that it was poorly managed and had only met 41.1% of its target for 2010.
Salleh is the husband of Women, Family and Community Development Minister Datuk Seri Shahrizat Abdul Jalil.
NFC is run by Salleh and their three children.

Nov 9: The Selangor state government said it would implement the minimum wage of RM1,500 applicable to all employees of state companies.

At the tabling of the state's 2012 budget, Menteri Besar Abdul Khalid Ibrahim(right) said the move will cover employees of financially stable state-owned companies first before being implemented to others.

Among the companies mentioned include the Selangor State Development Corporation (PKNS), Selangor Agricultural Development Corporation (PKPS), Selangor State Capital Berhad (PNSB) and Worldwide Holdings Bhd.

With a total of RM1.6 billion, Khalid said Selangor’s 2012 budget would continue the state's declared aim of spreading wealth directly to the people under the theme "Selangorku: State Resources for the People".

“This is the fourth time the state government has tabled a balanced budget since taking over in 2008. This budget is a continuation of efforts to spread state wealth to the people,” he said.

Khalid also announced that the state’s cash reserve now topped RM1.2 billion, describing it as the highest in 28 years.

RM600 million worth of development

Of the RM1.6 billion, RM1 billion has been allocated for operational cost, 69.4 per cent of which goes to emolument, supply and services. The others include state offerings and fixed payment stood (28.4 percent), asset (0.8 percent) and other expenditure at 1.5 percent.

Some RM600 million from the state budget is allocated for development, out of which 68 percent or RM411,091,860 is for infrastructure, 17 percent (RM100,060,130) for social development, 14 percent (RM84,240,010) for the economic sector and the remaining RM4,608,000 for urban development.

“State revenue for 2012 is expected to continue to rise with tax revenue projected to increase by 8.23 percent or RM43,694,000 to RM574,674,000 from RM530,980,000 in 2011,” he said.

Ramping up its onslaught on the National Feedlot Corporation (NFC), PKR has claimed to have unearthed more irregularities from financial records of the company owned by the family of a federal minister.

“I asked my staff to study the financial records and they noticed these (irregularities),” said secretary-general Saifuddin Nasution (centre in photo) at a press conference in the Parliament lobby.

He revealed that the scandal has extended to involving certain Umno leaders:

1. Cattle worth RM5,281 were apparently donated in 2009 to Works Minister Shaziman Mansor; and RM2,640 to a state assemblyperson identified only as ‘YB Yunus’ in the documents.

2. Cattle worth RM70,000 were allegedly sold on credit to former Federal Territories minister Zulhasnan Rafique in 2008; and the purchase price was only paid in full in 2009.

3. RM26,400 was allegedly paid for expenses incurred in 2008 by Shahrizat Abdul Jalil, whose family owns the NFC.

4. RM368,640 was said to be used for office rental and paid to NFC directors - Shahrizat's husband Mohamad Salleh Ismail and their son Wan Shahinur Izran.

“If it is true (as alleged by deputy premier Muhyiddin Yassin ) that NFC has nothing to do with (Shahrizat), then she has no business dealing with the company, let alone have the firm pay her expenses," Saifuddin noted.

“I don’t know what she used the money for. But I hope it was not for purchasing make-up or handbags!”
The company already stands accused of questionable spending of RM250 million in taxpayers’ money awarded to it as a soft loan, but has not commented to date on the barrage of criticism.

Problems associated with the NFC operations were first brought to light in the 2010 Auditor-General’s Report.
‘Just the tip of iceberg’
Saifuddin further claimed that the claims involving Umno leaders are just the tip of the iceberg.

“We can disclose more details involving more Umno leaders in the use of the RM250 million in public funds... But I am saving the juicier bits for later,” he said when pressed to elaborate.

Saifuddin questioned government statements about the 'soft loan'.
If this is true, he said, the company should have been paying at least RM5 million per annum at two percent interest.

“PKR’s study of NFC’s financial documents has yielded no recorded payments to the government, and neither has the two percent per annum been recorded as annual liability by the company,” he said.

Malaysiakini attempted to verify the allegations with the parties named by PKR, but did not receive a response.

KUALA LUMPUR, Nov 16 — UEM Group Berhad and the Employees Provident Fund (EPF), the new owners of the assets of PLUS Expressways, have waived their right to some RM6.5 billion in compensation in exchange for extensions to the concession periods for the Penang bridge and two other highways.
UEM and EPF also said that toll increases for the North-South Expressway (NSE), the crown jewel of PLUS, will be lowered from 10 per cent every three years to five per cent at the same intervals, while the Penang Bridge will see no increase.
The government owed PLUS billions in compensation due to the decision to freeze unpopular toll hikes that were stipulated in the original concession agreement, until 2015.
The concession agreement for the NSE will end on December 31, 2038 and under the new terms and conditions agreed upon between UEM, EPF and the government, the concession periods for the Penang Bridge, NSE Central Link (Elite) and Butterworth Kulim Expressway (BKE) will be extended to December 31, 2038 from 2021, 2030 and 2026 respectively.
UEM Group managing director Datuk Izzaddin Idris said in a press conference today that the decision to waive the compensation would help the Malaysian government reduce its budget deficit.
He noted at the same time that the agreement would ensure that EPF contributors would benefit from reasonable returns from the mature cash flow generating infrastructure operator.
When asked about the impact of the compensation waiver and lower toll rates on EPF, Rohaya Mohammad Yusof, head of capital markets at EPF said also at the press conference that the national pension fund manager expects dividend payouts of between 5-6 per cent annually.
"That meets our investment objectives," she said.
Rohaya also said that EPF expects a minimum internal rate of return (IRR) on the investment in PLUS to be at least 10 per cent in accordance with EPF's general guidelines.
Izzadin said that the decision to have all the toll concessions revised to expire at the same time was for streamlining purposes.
He also said that extending the concession period for the Penang bridge would help pay for operating and capital expenditure, pointing out that Plus recently spent RM768 million putting an additional lane onto the bridge.
"We need to recover the capital expenditure and we spend RM121 million annually on maintaining the bridge," said Izzadin.
The toll rate increases for the Elite, BKE and the second link to Singapore have also been revised to five per cent every three years starting 2016, from 10 per cent every three years, 25 per cent every five years and 15-25 per cent every five years respectively.
The Penang bridge will not see an increase in toll rates under the new agreement as compared with 10 per cent every five years under the old concession.
A toll increase of five per cent every three years works out to about 1.7 per cent a year.
"This is less than the country's inflation rate," said Izzadin.
Following the signing of the new agreements with the government last week, the revised concession agreements and assets will be placed under Project Lebuhraya Usahasama Berhad (PLUS Berhad), a wholly-owned subsidiary of PLUS Malaysia Sdn Bhd.
PLUS Malaysia is the investment vehicle owned 51 per cent by UEM Group and 49 per cent by EPF.
UEM Group is a wholly owned subsidiary of state asset manager Khazanah Nasional Berhad.
EPF and UEM had last November proposed to privatise PLUS Expressways for RM23 billion but with the condition that the toll concessions be revised.
With the revised concessions now agreed upon with the government, PLUS Malaysia will proceed to complete the acquisition of assets and liabilities of PLUS Expressways by next month, after which the latter will be delisted.
Plus Expressways currently has about RM33 billion in outstanding loans.

Idris went on to say that should we fail to cut these subsidies, Malaysia will turn into a bankrupt nation by 2019.

The plan is to spread fear of seeing our children eating from garbage cans and sleeping on the streets among the electorate so as to create a mood among the people to accept painful cuts and increase in prices.

Many Malaysians swallowed this bait hook, line and sinker. Many have changed their minds about getting angry with the government for raising the price of petrol. In short, Idris's con has begun to work.

YOU CANNOT FOOL EVERYONE EVERYTIME

Suddenly, in a budget discussion presented by visiting associate professor Subramaniam Pillay, the truth came out.

True to the saying, "The Truth Shall Set You Free", every Malaysians felt liberated by Subra's presentation.

It turns out, the RM74billion figure quoted by Idris is nothing more than a storyline made by a con men to con people.

Half of RM74 billion (RM40 billion) actually goes into spending on Education and Health. Hardly a form of subsidy by any standard considering Health and Education is the responsibility of the government.

Idris was trying to sell government spending as a form of subdidy. Idris knows that in order to make space for one form of government spending, one is forced not to spend on another spending.

In short, in order to continue spending RM40 billion on healthcare and spending, the government will have to cut spending on other items. Naturally, this will upset the UMNO cronies and UMNOPUTRAs because it will definitely result in the rapid deflation of their respective wallets.

So, the ingenious way of cutting this item is masking it as subsidy and tell the people that subsidy is bad.Another good point made by Subramaniam is the subsidy on fossil fuel.

THe total subsidy spent on Fossil Fuel is RMRM23.5bil.

What Idris Jala conveniently left out is the one little detail about the majority of this subsidy going to the IPP. Out of RM23.5 billion, only RM7 billion goes to the people. The rest goes to UMNO cronies and UMNOPUTRA in the form of Independent Power Producers(IPP).

Idris also failed to mention the fact that ALL of the RM4.6billion subsidy for infrastructure goes to HIGHWAY CONCESSIONAIRES. It's not a secret that ALL HIGHWAYconcessionaires are UMNO's CRONIES. So, essentially, UMNO is subsidizing their cronies.

In short, the bulk of the actual subsidies goes to UMNO's cronies in the form of Highway concessionaires and IPP Producers. We, the people, only get a small portion of the subsidies which has to be shared among the 27 million people.

Idris Jala is nothing more than a con-man, doing the bidding of his master, Najib TUn Razak, of course for a hefty rewards.

Thank god we have the internet, for the internet helped us to see lies like this very quickly.

Our society has evolved in recent years that it is no longer acceptable that a minister’s family can easily secure a RM250 million soft loan and a vast tract of land to breed cattle, when there are thousand others more experienced breeders who could have qualified for such a grant.

NOV 10 — The debate on National Feedlot Corporation’s success (or failure, depending on which target you use) has dragged on for three weeks unabated. Judging by the intensity of comments made on the Internet, there is a strong possibility that it will snowball to become a national issue in the coming weeks if proper explanation is not forthcoming from the authorities.
Keadilan has been persistent on NFC because we want to bring the discourse on public governance and accountability after the tabling of the annual Auditor-General’s Report to a new level. The public expects more from our parliamentarians than just a rereading of the report. They expect scrutiny, investigation and relentless pursuit to ensure public officials who abuse their position for a gain are made accountable for their actions.
Thus, any scrutiny of the NFC debacle should not steer away from the original framework of public governance and accountability. It is in this perspective that I would like to refer to some of the issues raised by YB Khairy Jamaluddin (MP for Rembau) posted on his blog in response to the disclosure made by Keadilan this week.
I leave it to the public to digest YB Khairy’s explanation of a trust bank account that “is like an escrow account, but not an escrow account”, supposedly used by the Finance Ministry to disburse a loan drawdown to NFC.
His explanation of a liability recognition rule used to recognise a RM250 million loan in NFC’s books (when the amount has not been disbursed, so he claimed) due to this “escrow account which is not an escrow account” confuses even me, who had spent many years as a chartered accountant and an auditor.
In my understanding, an escrow account is a third-party account held in trust on behalf of the transacting parties. In normal circumstances, a sum is considered as being drawn when it is disbursed to the borrower’s bank account. However, given YB Khairy’s experience as an investment banker at ECM Libra, perhaps he does know better. So I will give him the benefit of a doubt that our government does operate an “escrow account which is not an escrow account” as he claimed.
But it is a lot more difficult to stomach his justification that NFC was entitled to subsidise the operations of Meatworks through a subsidy scheme that cost taxpayers nearly RM3 million in 2009. He claimed that this subsidy eventually goes to the public who patronise the elite restaurant or buy the beef from supermarkets.
What he deliberately left out is the fact that this is a premium beef that costs a lot more than your normal meat from neighbourhood markets. It is a subsidy for the elites who have expensive taste buds for expensive meat. The majority of Malaysian taxpayers and public will never taste a Meatworks steak in our lifetime because it is beyond our affordability range.
However, more alarmingly is his apologetic argument that NFC and its related companies need subsidies in order to compete with cheaper imported meats. It is rather hypocritical for a top Barisan Nasional leader to make a case for subsidies to companies owned by the family of a minister when it is also Barisan Nasional’s view that the public’s “addiction” to subsidies is akin to opium addictions.
If NFC and Real Food Company (RFC) have to rely on public subsidies in order to remain commercially competitive, the whole grand design of a national feedlot project should not have been approved from the onset as it is clearly not commercially viable. If the whole point of spending RM250 million of public funds on this national feedlot project is to cut reliance on imported meats, it is a common sense that the locally produced meats must be cheaper than imported ones!
His justification of the inter-company balance of RM83 million owed by National Meat and Livestocks Corporation Sdn Bhd (NMLC) is the weakest. If his claim that there are proper authorisation procedures in place before a withdrawal from the “escrow account which is not an escrow account” can be made is true, there should not have been personal expenses charged as inter-company transactions.
Unfortunately, our scrutiny of the bank accounts points to numerous personal transactions unrelated to the meat business that should not have been authorised for withdrawals.

Otherwise, Datuk Seri Najib’s promises for reforms shall be a subject of national ridicule the same way NFC had been.

KUALA LUMPUR, Nov 10 — The National Feedlot Centre (NFC) paid for a RM10 million condominium belonging to National Meat and Livestocks Corporation (NMLC), a company wholly-owned by Datuk Seri Shahrizat Jalil’s family, PKR said today.
Its secretary-general, Saifuddin Nasution, said the luxury apartment at One Menerung, Bangsar, was recorded by NFC, a cattle farming project managed by the minister’s family, as part of a RM83 million “loan” to NMLC.
“They said the RM250 million loan for the project was in a tightly-controlled account. Is the condominium for cows to live in?” the Machang MP told a press conference in the Parliament lobby.
Umno Youth chief Khairy Jamaluddin had said yesterday that funds from the soft loan could only be drawn after NFC tables a working paper and is approved by the finance ministry.
Minister of Agriculture and Agro-based Industry Datuk Seri Noh Omar also said that only RM135 million had been drawn by the NFC as the funds have been placed in an escrow account.
PKR also alleged on Tuesday that over RM84 million was siphoned off from NFC to companies controlled by Shahrizat’s husband, Datuk Dr Mohamad Salleh Ismail, and her children, Izran Mohamad Salleh and Izmir Mohamad Salleh.
Saifuddin said today that the RM9,758,140 was transferred from NFC’s CIMB account in Taman Tun Dr Ismail, Kuala Lumpur to Bandar Raya Developments Berhad on December 2, 2009 as full payment for the property.
“It was not from a special trust account. So the Umno Youth chief and minister’s explanations are false.
“If strict monitoring had occurred, surely RM9.8 million cannot be transferred to buy a luxury condo that has nothing to do with cattle farming. This is a clear breach of trust by Shahrizat’s family,” he said.
He also questioned Khairy’s defence of the project, asking if the “Rembau (MP) was involved in approving the project” in 2006 “when he was a powerful Fourth Floor Boy” under his father-in-law Tun Abdullah Badawi’s administration.
PKR strategic director Rafizi Ramli also asked how NFC had slaughtered 1,600 cows in 2009 and still made a loss of RM11 million that year “but can afford a luxury condo.”
The Auditor-General’s Report released last month had criticised the NFC, pointing out that it was now “in a mess”.
The report said production in 2010 was only 3,289 head of cattle or 41.1 per cent of the target set.
But Noh responded on October 31 that the project is a success and had met its targets “as the total number of cattle brought into the farm was 8,016 between 2008 and 2010.”
He has also said half of a RM13 million grant and RM115 million of the soft loan, to be repaid at a two per cent interest rate over 17 years, has not been disbursed to NFC.
Women, Family and Community Development Minister Shahrizat said yesterday that “the minister has answered at length and clearly. I am happy that the ministry will continue to monitor the success of this project.”

Ramping up their criticism of alleged mishandling of government funds in the public-funded National Feedlot Corporation (NFC), PKR said today that the money loaned to a sister company was used to purchase a RM9.8 million luxury condominium in Bangsar, Kuala Lumpur.

The money - which the opposition party claimed was part of an RM81 million loan by NFC, a company owned and operated by the husband and children of a federal minister - granted to related company National Livestock and Meats Corporation (NLMC) was used to purchase a luxurious condominium unit.

NLMC, which was contracted by NFC as its marketing development agent and granted the sizeable loan, is also owned and operated by the same federal minister's husband and children.

"They are in the business of (marketing) cattle. Are the cows going to sleep in the condo?" asked party secretary-general Saifuddin Nasution, expressing his puzzlement at a press conference at Parliament House today.

The party's strategy director Rafizi Ramli, who was also present, chimed in that the use of funds originating from public monies for such an unnecessary purchase was tantamount to criminal breach of trust (CBT).

Saifuddin and Rafizi added that a report on the alleged mishandling of funds has been submitted to the Malaysian Anti-Corruption Commission.

The price of shares in Harvest Court Industries Bhd, a previous little-known timber-products company, has risen to a nine-year high after the premier’s second son Mohd Nazifuddin Najib was appointed to its board of directors last month.

The share price hit RM2.14 about 4pm today, or 2,575 percent more than the 8 sen registered a month ago.

The price closed at RM2.13 later, having recorded a surge of 48 sen, or up by 29 percent over yesterday.

According to a Nov 8 report in The Edge Financial Daily, Nazifuddin and his business partner Raymond Chan had been appointed directors on Oct 28.

Nazifuddin (left) was also said to have bought 2 million to 3 million shares - up to 1.7 percent of the total - on Nov 4, while Chan has reportedly acquired a 13.83 percent stake in the company.

Since then, the share price has surpassed the RM1 level to stay in the top volume list for many days.

Nazifuddin, 28, is the second son of Najib Abdul Razak and his first wife Tengku Puteri Zainah Tengku Eskandar. The couple divorced in 1987, following which Najib married Rosmah Mansor.

Chan, a businessman who is active in Sabah, owns substantial shares in Sagajuta (Sabah) Sdn Bhd, which developed the 1Borneo mall in Kota Kinabalu.

Nazifuddin is the chairperson of Sagajuta.

‘Financial problems’

It has been reported that Chan may inject a recycling company, 1Green Enviro Sdn Bhd into Harvest Court, which has struggled with weak financial performance over the last few years.

Harvest Court was reportedly listed by Bursa Malaysia as a PN17 company until December 2009.

(PN17 refers to companies facing financial problems.)

The company posted a net loss of RM2.7 million for 2010 compared to a profit of RM12.2 million a year earlier.

Its share had been hovering around 6-12 sen for several years until the impressive gains recorded over the past month.

Based in Port Klang, the company is involved in manufacturing timber products such doors.

KUALA LUMPUR, Nov 9 — Lynas Corp has failed to meet any of the conditions set out by a government review despite filing three proposals so far to obtain a pre-operating licence for its controversial RM1.5 billion rare earth plant, according to the local nuclear regulators.
The Atomic Energy Licensing Board (AELB) told The Malaysian Insider yesterday that “all the conditions need fine-tuning” by the Australian miner whose refinery in Kuantan has raised fears of radiation pollution among local residents and environmentalists.
“They need to provide more details. We can’t compromise on safety,” AELB director-general Raja Datuk Abdul Aziz Raja Adnan said.
In an interview yesterday, he had said that the board has sent back “three revisions and we are looking at the fourth one.”
In July, the government agency adopted 11 recommendations set out by an International Atomic Energy Agency-led (IAEA) review of the refinery.
It has said it will not allow Lynas to begin operations or import rare earth ore until all 11 conditions, which include a comprehensive, long-term and detailed plan for managing radioactive waste that covers decommissioning and remediation, are met.
Lynas is directly responsible for meeting four of the 11 conditions, which are:
1. To submit, before the start of operations, a plan setting out its intended approach to the long term waste management, in particular management of the water leach purification (WLP) solids after closure of the plant, together with a safety case in support of such a plan.
2. To submit, before the start of operations, a plan for managing the waste from the decommissioning and dismantling of the plant at the end of its life.
3. To make the necessary financial provision for establishing a fund for covering the cost of the long-term management of waste including decommissioning and remediation.
4. To intensify its communication with interested and affected parties in order to demonstrate how it will ensure the radiological safety of the public and the environment.

International Trade and Industry Minister Datuk Seri Mustapha Mohamad has already slammed Lynas for pre-empting the government by repeatedly projecting start dates for the plant being built in the Gebeng industrial zone.
“They have no business to pre-empt the (Atomic Energy Licensing) board. No business at all to issue these kind of statements and we have reprimanded them,” Mustapa told The Malaysian Insider in an interview last week.
Lynas earlier projected it would be given the go-ahead from AELB by the fourth quarter of this year.
But Putrajaya last week said it asked for changes and additional information on September 19 from the Sydney-based firm with regard to its safety submissions.
Abdul Aziz revealed today that the September 19 request was for a fourth draft, which was only handed in last week.
Having shed more than half its value on the Australian Securities Exchange over the past six months, Lynas was reported last week to be expecting a pre-operating licence “by the end of the year and it could come before analysts make a planned visit to the plant this month.”
“‘Slight delays’ at its controversial Malaysian refinery will not affect its plans to supply rare earths to customers by the first half of next year,” Australian daily Sydney Morning Herald said on November 1.
Lynas has refuted claims of potential radiation pollution, assuring Kuantan residents they would face “zero exposure” unlike an earlier Japanese rare earth refinery near Ipoh that was still conducting a clean-up nearly 20 years after it was shut down.
Despite a clause in the Atomic Energy Licensing Act stating that all information gained through the law must remain secret, Abdul Aziz also said that Lynas has “agreed to make their proposal public if we approve it for pre-operation.”
“The government has decided it will be transparent. So this is the fourth time we are looking at it. We don’t want to approve and then for you to comment that it is rubbish,” he said.

KUALA LUMPUR, Nov 8 — Opposition leader Datuk Seri Anwar Ibrahim alleges that RM1.4 billion has gone missing from the Treasury’s contingency fund, which is for unforeseen federal expenses.

He said the Auditor-General had found just RM79.15 million in the fund even though the Government Expenditure Estimates reported that RM1.5 billion had been allocated for that purpose.

“Where has the money gone? More seriously, when did it go missing, the RM1.4 billion?” he told reporters in the lobby of Parliament today.

“I don’t think the Audit Department (made a mistake). They are more meticulous than that when it comes to accounting.”

Anwar (picture) questioned if the “inordinate” 17-day delay between the tabling of Budget 2012 and the Auditor-General’s Report was meant to hide this discrepancy.

The annual audit report is usually tabled before the Budget.

“Now we are forced to suspect there is some other compelling reason why they chose not to table the audit report at the right time,” Anwar said.

"Ia mungkin antara cabaran terbesar yang harus diselesaikan jika Pakatan mengambil alih Putrajaya. Kita tidak boleh memecat semua penjawat awam tetapi kita perlu mengambil langkah-langkah untuk menyusun semula dan mengurangkannya dari masa ke masa."

Malaysia, katanya mempunyai lebih 1.2 juta kakitangan awam dan ratio negara ini adalah 4.6 peratus berbanding hanya 2 peratus bagi negara-negara di rantau ini. Malangnya, BN mempolitikkan masalah berkenaan apabila pembangkang menimbulkan perkara itu.

The Perlis mufti has queried PM Najib Abdul Razak and Rosmah Mansor’s announcement that they had completed the haj rites last Sunday, when the earliest that a valid performance of the haj could end was Tuesday.

In a statement toMalaysiakini, Juanda Jaya expressed shock that Najib had on Sunday announced in a tweet : "Alhamdulillah, urusan haji kami sudah selesai." (Alhamdulillah, our haji affairs are settled).

This is because the performance of the last rites - spending the night in Mina and casting the stones of Jamrah on the 11th and 12th of Zulhijjah according to the Muslim calendar (which coincide with Nov 7-8 this year) - would only end at the earliest on Tuesday, said Juanda.

The same rights may also be performed on the 12th and 13th of Zulhijjah (Nov 8-9), which would signify their completion of the haj on Wednesday, he added.

“Unless the persons in question did not complete the obligatory parts of either options (Nov 7-8, or Nov 8-9) and compensate it with the expiatory payment for not completing it. That’s another matter.

As it is, official news agency Bernama on Sunday had reported Najib and Rosmah as announcing they had “settled” their haj on Sunday, Nov 6 (the 10th of Zulhijjah), said Juanda.

Other VVIPs who went on hajj with the PM were his mother, Tun Rahah Mohamad Noah, his younger brother, Mohamed Nazim, and Perak Menteri Besar Zambry Andul Kadir.

Commenting on the report, Juanda said an explanation is in order so that the rakyat is not confused on the matter.

“Does something need to be clarified? We would like our VVIPs to get the proper religious advice, not merely do what they’re told.

“If not, this will only be to their embarrassment and that of Malaysia as a Muslim country,” he said.
